ANALISIS KEBIJAKAN PENGALOKASIAN DANA APBD DKI JAKARTA DALAM MENINGKATKAN KUALITAS LAYANAN PUBLIK DI TINGKAT KOTA

Abstract

This research aims to analyze the effectiveness of allocating DKI Jakarta Regional Revenue and Expenditure Budget (APBD) funds in supporting improving the quality of public services at the city level. By taking a qualitative approach, data was obtained from literature studies and document analysis related to the management of the DKI Jakarta APBD from 2008 to 2012. The results of the research show that although there was an increase in regional income and expenditure growth during that period, there were still obstacles that hampered the effectiveness of fund allocation. APBD, such as the practice of budget irregularities, weak budgeting control, and political domination in budget decision making. However, efforts to strengthen transparency, accountability and public participation in the budgeting process were identified as potential solutions to overcome these obstacles. This research illustrates the importance of effective public fund management in improving the quality of public services at the city level, especially in the context of the DKI Jakarta APBD.
