CHALLENGES OF INTEGRATING MSME DATA SERVICES AMIDST BUREAUCRATIC DUALISM

Abstract

MSME data fragmentation in Pasuruan Regency between the Department of Industry and Trade and the Department of Cooperatives creates major governance challenges due to differing systems, classifications, and data standards. These inconsistencies hinder public services and weaken evidence-based policymaking. This study proposes an integrated information system to address inter-agency coordination gaps. Using a qualitative case study, data were collected from 15 informants through interviews, FGDs, observations, and document analysis, validated by experts and analyzed using the Miles and Huberman model. Findings show that the absence of standard data protocols, limited human resources, inadequate infrastructure, and strong sectoral egos obstruct data integration. Sustainable MSME governance therefore requires both technological and institutional alignment.
